Yes, preparation is key. If the cabinets are glossy, please sand and apply an oil-based primer first (our 16-831 would work well).

Make sure to have a clean, bare surface or a primed surface and then apply 2 coats within 15 minutes of each other and then leave it to cure for a couple days. Excessive coats or high humidity will extend the cure time.

Would you recommend this paint for new and old picture frames ?

If you’re intending to spray the frames black, I would recommend the PBE acrylic trim paints as they dry much faster and have a deeper black color. PBE technical Data Sheet link below.
