Yes. I would angle grind or steel wool the rust and the area around the rust before applying the converter.

If the aluminum is old it will probably stick fine, but we do make a self-etch primer that is specific for this metal (#20-1681).

Should i use big rig heavy duty primer or your self etching primer on a bare steel farm truck steel bumper? The bumper will see a lot of abrasion with straps, chains etc. and I plan to paint with big rig gloss black after a primer. Please let me know what you guys suggest for primer and or paint for this.

I have some running board brackets that are partially rusted (areas of rust and areas of bare metal since I had everything sandblasted). Will this product harm the bare metal without rust?? What black matte paint can I use over it?

The rust converter will not harm the bare metal. Unfortunately, we do not have a black matte, but we have flat black.
