Would hit the rusty spots with our rust converting primer (#16-45) first and wire brush any loose/peeling paint to ensure good adhesion. 5 cans of the PBE should be enough for that furniture.

This is a good choice assuming the plastic is hard and not the soft flexible kind. Scuff with steel wool or sandpaper before applying the paint.
