Depends on the substrate.
For steel – The best thing to do is to remove any rust using a wire brush and/or sandpaper. Wipe down the steel with some solvent to remove the dust, oil, and contaminants. Apply the paint.
For aluminum or plastic – sand the surface with sandpaper and then wipe down the surface with solvent to remove any dust, oil, and contaminants. Apply the paint.
